Exchange navigators, the much purported health reform evangelists, have revealed a disheartening picture - they have failed, mostly due to external reasons, in getting the enrollment numbers they intended to achieve in the first month post the roll out.

The enrollment numbers across U.S.A. are way off mark and the credit goes to the abysmally broken healthcare.gov website. The situation is so bad that across the country that getting a single enrollment through the system is a reason for celebration for health insurance exchange navigators. So, what is making this trickle of enrollments seem like a stream of achievements? Let's find out.

3 Reasons Why Exchange Navigators are Failing

The healthcare.gov website is unpredictable, buggy and prone to crashes. This not only causes the enrollment process to fall apart but also leads to a lack of faith in the system. Several applicants have shunned the healthcare.gov website and adopted the traditional paper based enrollment method. While this is a good idea, it has increased the time required for each enrollment, making insurance exchange navigators under perform.The enrollments that actually go through are getting incorrectly processed through the system and resulting in 834 transaction error. Basically, the buzzword "834 transaction error" is about a mismatch in the information shared between government system and health plans, leading to a rejection of new applicants and failure.While the government is maintaining that the tech surge that began for fixing the website is giving incremental results every day, exchange navigators have not observed any major improvement in the working of the website. They still feel that the site is bad, if not as bad as it used to be earlier.

In a nutshell, it has become a frustrating experience for navigators, who are spending a lot of time on the enrollment process without being able to achieve any substantial results. In such a situation, there are two things that can bring immediate relief to their predicament.

As promised, the Obama administration delivers a bug-free, fully operational website by 30th November. With 24 days left, it seems like an uphill task to resolve all the errors of healthcare.gov and get it up and running smoothly. However, if it does happen, it is going to make the journey silky smooth for all exchange navigators and help them enroll applicants without glitches.Obama administration agrees to extend the deadline of enrolling people and getting them covered. Currently, the deadline is 31st March, 2014, exactly six months from the beginning of the enrollment period. If this deadline is extended, navigators will have lot more time on their hands to meet the target of 7 million enrollments across USA. Humana, one of the largest health coverage provides, is predicting that an extension will be granted, however, the official authorities maintain that there is still a lot of time for enrolling people, and an extension is not necessary.

The good news for health insurance exchange navigators is that at least one of the above will stand true, and when that happens, the entire process will be streamlined, bringing relief to the toiling volunteers.
