Plan B - What is Obama Administration's Alternative for Federal Marketplace?

By now, everyone is talking about how Obama plans to fix the healthcare software solution issues that are marring the performance of the healthcare.gov website. Currently, the plan is to get the website up and running by November end, so that people can begin enrolling from 1st December. Although the plan is quite logical, it is way too ambitious, especially when you consider the latest updates from the team that is fixing the issues.

According to the new team that has been assigned to fix the challenges by November end, the entire health care software solution is at risk here, and changing any particular aspect requires changes in other related modules. In a nutshell, the people assigned with fixing the problems do not yet know the full magnitude of the issues. Further, it is now evident that when the healthcare.gov website was launched on October 1, it was not fully ready, and was in dire need of extensive software testing. From a solution's perspective, going live without testing all the instances of the healthcare software solution was a major blunder committed by the decision makers.

Although the command of the team responsible for fixing this mess has been given to a seasoned, capable manager Jeff Zients, it is not going to prove enough. The website still has months of work left, work that will have to be wound up in the next coming weeks. Above that, people need to be done with all the formalities by December 15, so that the health plans have enough time to process their applications and provide them coverage starting January 1. To get the website up and running, and capable of handling the load of a million Americans in a small window of 2 weeks, is a mammoth task. Naturally, the Obama administration requires a Plan B that will address all the issues of the healthcare software solutions that are culprits behind the failure. Through the Plan B, the government needs to

Reroute the application process so that if and when the website gets fixed, the undue pressure of all the waiting Americans doesn't break it again.Collaborate with health plans and accelerate the early renewal process, and alter the mandates so that the applications can last till at least December 2014.Establish a means through which private exchanges and private healthcare systems can access the subsidy calculator and help people without money, the ones that are the prime target of Obamacare benefits, purchase insurance without relying on the healthcare.gov website. This will help other enrollment sources to serve as an alternative to the federal website till the time it gets fixed.Accelerate the healthcare software solution fixing and establish realistic deadlines for meeting the targets.

In the current scenario, if these measures are affected, they can give a much needed respite to the government by providing it with alternate means for supporting its function till the federal website's healthcare software solution is in pristine condition.
